Karastelyov: legal aspects of Major Dymovskiy's dismissal are in a mess
As reported by Vadim Karastelyov, an expert of the Novorossisk Committee on Human Rights, who is also Mr Dymovskiy's official representative, today, in the legal and legislative aspect of the issue of the official dismissal of Militia Major Alexei Dymovskiy from Novorossisk a real chaos is observed - bosses of law enforcement bodies of different levels in their statements contradicts each other.
"Very many questions are asked, whether Alexei Dymovskiy has been dismissed or not; the questions are asked not by journalists only. It looks that so far the law enforcement bodies have not clearly solved this problem. But I can tell you that the commission of the Russian Ministry of Internal Affairs (MIA), appointed by Minister Rashid Nurgaliev, started its service check of the facts presented in Dymovskiy's Internet appeal to Prime Minister Vladimir Putin, only on November 9. For the time of the check Dymovskiy should be removed from his position. In my opinion, this is a reasonable decision, which should be enforced," Vadim Karastelyov said to the "Caucasian Knot" correspondent.
However, according to his story, Sergey Kucheruk, head of the Territorial GUVD, had issued an order, which is until now absent in the UVD for Novorossisk, to dismiss Dymovskiy prior to the of Minister's order, and, probably, by backdating. "In other words, the Minister's decision should be enforced, which was ignored by his subordinate Kucheruk," said Vadim Karastelyov.
The Novorossisk UVD refused to confirm the information on the final official dismissal of Major Dymovskiy, same as to make comments on the information on the pressure exerted by law enforcement bodies on his supporters.
Meanwhile, according to Karastelyov, the militia bosses have launched practical actions. Thus, on November 12, Irina Dymovskaya, former Alexei's wife, was invited to the UVD. "After several hours of talks with the officials of the central MIA machinery, a journalist came into the room to interview the horrified woman. It's hard to say what happened there, but on the following day a number of media published materials in which Irina allegedly describes Dymovskiy as a awful person," said Karastelyov.
"By the way, Irina is in contact with Alexei, and she had asked him for help. Under Alexei's request I became Irina's authorized representative; and together with her I went for the talk to the prosecutor's office, where she was asked questions by territorial prosecutors Sergey Chikarov and Liudmila Attarova. In her explanation note Irina characterized her former husband as 'normal person'," said the human rights activist.
