Russian State Duma legalizes the NCFD status
Today, the State Duma of the Russian Federation has adopted two presidential bills, submitted because of creation of the North-Caucasian Federal District (NCFD) and approval of Alexander Khloponin in the post of vice-premier and President's plenipotentiary in the District.
The "Caucasian Knot" has reported that on January 19 creation of the North-Caucasian Federal District was declared. After Alexander Khloponin was appointed to be a vice-premier and - at the same time - President's plenipotentiary in the NCFD, Dmitri Medvedev explained that Mr Khloponin would become a full-fledged plenipotentiary only after amending the federal law on the government.
The "Interfax" explains that the amendments made earlier in the Laws "On the Government of the Russian Federation" and "On the State Civil Service of the Russian Federation" allowed the deputy chairmen of the government of the Russian Federation (vice-premiers) and federal ministers to take also the posts of plenipotentiaries in federal districts.
