The prosecutor's office in Kabardino-Balkaria tries to hush the case of R. Tsakoev killed by power authorities officers
As has been found out by the "Caucasian Knot" correspondent, the parents of the deceased Rasul Tsakoev have addressed a complaint to Vladimir Lukin, RF Ombudsman, in which they report about the death of their son and the fact that the Prosecutor's Office in Kabardino-Balkaria is unwilling to investigate the circumstances of the crime and hold the guilty persons responsible.
The response to the complaint signed by a certain Titov, employee of the RF Ombudsman's staff, runs that the complaint has been considered and referred to the KBR Prosecutor's Office for taking measures. "The KBR Prosecutor's Office will give you its response."
However, the approach of the Prosecutor's office is clear. The investigation of the murder of Rasul Tsakoev has been suspended twice "due to the impossibility to identify the guilty persons." This, in the opinion of Dzhamal Tsakoev, the deceased person's father, demonstrates that the Prosecutor's Office simply does not want to establish the guilty persons.
For reference, Rasul Tsakoev was detained in autumn 2004 in one of the central streets of Nalchik by people wearing camouflage, who forced him into their car and took him away. Several days later he was found, beaten and tortured, in the outskirts of the village of Khasaniya where he had resided. A day later he died. Before his death he managed to retell that he had been beaten and tortured at the KBR MIA department on combating organized crime.
In February this year, the Supreme Court found the resolution of the investigating officer of Kabardino-Balkaria prosecutor's office on the suspension of the preliminary investigation illegitimate and referred the case for a new investigation.
