Dagestani special commission finds 52 houses in Vremenny unfit for residence
In the Dagestani settlement of Vremenny, the special commission set up for assessing the damage made a repeated visit and found 52 houses unfit for living and subject to demolition. Residents of the settlement state large-scale destructions, looting and non-payment of compensations.
The commission said that local residents whose houses cannot be restored will receive compensations from the Federal Reserve Fund, while the partially damaged houses will be repaired.
The commission has also decided to pay per diem compensations to local residents. The payments will begin as soon as the money arrives from the republic's budget, said a source from the administration of the Untsukul District of Dagestan.
Along with that, residents of Vremenny have not returned to their houses yet, said Aminat Magomedova, a resident of the settlement. According to her story, the school, shops and the medical centre are not working.
Another resident of Vremenny has added that during the counterterrorist operation (CTO) militaries killed all the livestock of local residents. According to his story, servicemen of the federal forces "took away all the valuable things and destroyed the rest of the property."
The law allows law enforcers to go to extreme measures, but only in exceptional cases, said the lawyer Rinat Gamidov. As for the statements of Vremenny residents about the stolen and destructed property, the law provides for the compensation of damage, he said.
According to the lawyer Rasul Kadiev, the Russia's Law "On Combating Terrorism" was initially drafted in such a way as to justify any actions of power agents in their fight against terrorism.
