Law allows Buynaksk City Council to dismiss Mayor

In accordance with the law, deputies of the Buynaksk City Council may achieve the dismissal of the City Mayor. This was noted by Andrei Buzin, a member of the organization "Voice", and Magomed Magomedov, a Dagestani journalist and lawyer. Meanwhile, Magomed Magomedov notes the complexity and duration of the procedures for such a process and makes a conclusion that they are hardly applicable in their current political realities.

The "Caucasian Knot" has reported that on September 20, the meeting of supporters of the "Party of Veterans of Russia" voiced the demands to appoint Osman Osmanov, a member of the Party, the City Mayor.

"Deputies of the City Council may make such a decision on the fact that the Mayor does not satisfy the deputies for whatever reasons. It is necessary to refer to the regional laws in Dagestan, since the issue is a prerogative of the local and not federal laws," Andrei Buzin has stated.

According to the expert, the leader of the republic also has the above opportunity.

The dismissal of the Buynaksk Mayor on the initiative of deputies of the City Council will require lengthy procedures if there are grounds for it, emphasizes lawyer Magomed Magomedov, an observer of the Dagestani weekly newspaper "Chernovik" (Draft).

According to the expert, deputies shall twice estimate the Mayor's activities as unsatisfactory following the results of the annual report. Meanwhile, the dismissed Mayor also has the right to appeal against the dismissal.
