Advocate: Dagestani investigators wait for sanction of ICRF chief to institute criminal proceedings against Djamal Kasumov
The decision to institute a criminal case against Djamal Kasumov, a deputy of the National Assembly of Dagestan, suspected of beating a policeman, has not still been made. Under law, the institution of a criminal case requires a sanction of the Chairman of the Investigating Committee of the Russian Federation (ICRF), since Djamal Kasumov is a candidate to the State Duma. This was reported by lawyer Ruslan Magomedov.
The "Caucasian Knot" has reported that law enforcers have disseminated the orientation information to want Djamal Kasumov, a world champion in kickboxing, suspected of beating policeman Shamil Magomedrasulov in Makhachkala on August 8.
The source has also added that Shamil Magomedrasulov was engaged in checking the "Dagestan Energy Retail Company", led by Djamal Kasumov in 2013-2015 and that the policeman found various violations, including those committed under the ruling of Djamal Kasumov.
According to physicians from a medical institution, the health state of the beaten policeman is satisfactory.
Ruslan Magomedov, a lawyer of the Dagestani Bar Association, has explained that prior to the decision to institute a criminal case, investigators are not entitled to detain a person, to declare a suspect wanted, or to conduct a search at his or her places. According to the lawyer, the sanction of the ICRF's chairman may be received within up to 10 days.
In Russia, especially in Dagestan, there are "untouchables" whose guilt is often transferred to policemen. This opinion was voiced by Magomed Shamilov, the chairman of the Independent Trade Union of Officers of the Police and the Prosecutor's Office of Dagestan.
