Resident of Nalchik asks Mayoralty not to worsen her family's housing conditions

The Mayoralty of the city of Nalchik Municipality can allocate a one-room apartment to the Buttaev family of four persons living in a dilapidated house. Aishat Gafurova (Buttaeva), a family member, insists on allocation of a larger housing and claims a violation of her family's rights.

Ms Gafurova told the "Caucasian Knot" correspondent that she lives in No. 16 in Chekhov Street; the house was built 1928 and was classified as dilapidated.

Under the federal programme of resettling people from old and dilapidated houses, the Nalchik Mayoralty has offered a one-room apartment of 25 square meters to the Buttaev family. "But, apart from me, it is intended for my two adult sons and a 13-year-old grandson," said the woman.

Local authorities can "solve the issue of housing allocation to their sole discretion", insists Gafurova.

"I am ready even to live in the street, but my sons deserve a separate apartment each," she said, adding that in 2011, her daughter-in-law, "turned to the reception room of the 'Edinaya Rossiya' (United Russia) Party for help in solving the housing problem, and died there of a heart attack."

The regional programme takes into account the region's capacities, the amount and quality of dilapidated housing, and the composition of families subject to resettlement, said Liza Shak, an advocate.

According to her story, the right to decide on whether the house is dilapidated or not belongs to a special interdepartmental commission.
