Experts associate possible resignation of Zacharya Amirov with appointment of Osman Osmanov Deputy Mayor of Buynaksk
Magomed Magomedov, a journalist, and Shamil Khadulaev, a member of the Public Chamber of Dagestan, see only a technical point in the cancellation of a meeting of the Buynaksk City Council to discuss the issue of resignation of Mayor Zacharya Amirov. According to the experts, the Mayor's resignation is being sought by the Dagestani top-ranking officials, who do not want to see on the post Osman Osmanov, a supporter of Said Amirov, the sentenced former Mayor of Makhachkala.
The "Caucasian Knot" has reported that on January 19, for the period of his vacation, Zacharya Amirov appointed his first deputy Osman Osmanov, a member of the "Party of Veterans". After that, an issue on the Zacharya Amirov's resignation was included in the agenda of the meeting of January 24. However, the day before the meeting, Temirlan Temirkhanov, the chairman of the City Council, cancelled the meeting. He referred to a lack of quorum because of departure from the city of more than half of the City Council deputies.
According to Magomed Magomedov, deputy editor-in-chief of the newspaper "Chernovik" (Draft), a group of deputies can resign, and then the City Council should be reformed and new elections should be announced.
Magomed Magomedov has noted that the Dagestani authorities want Zachary Amirov to give up his the post to Islam Nurgudaev, a deputy of the People's Assembly of Dagestan, a native of the Tlyarata District. Meanwhile, some deputies support Islam Nurgudaev, while others support Amirov.
According to the journalist, the Dagestani authorities may resort to cuts in the city budget. The second possible pressure principle is in a "check organized by the investigating authorities with institution of a criminal case," for example, a check of distribution of the land fund.
