Reporters link cadre reshuffling in Dagestan with national quotas

The personnel changes in the government of Dagestan had to do with the need to observe the principle of national quotas in the cabinet, the journalists Magomed Magomedov and Ramazan Rajabov believe. According to their version, the team of Sagid Murtazaliev could also affect the cadre reshuffling.

The “Caucasian Knot” has reported that by the order of the head of Dagestan Ramazan Abdulatipov, Rasul Ibragimov headed the Ministry of Labour and Social Development, while Rabiyat Zakavova was appointed to lead the Ministry of Tourism and Folk Crafts. Rashid Akavov, the Director of the Institute of Culture and Arts of the Dagestani State Pedagogical University (DSPU) has become the Minister of Press and Information.

The personnel changes in the government have been caused by "the need to observe the principle of national quotas in distributing the posts," said Ramazan Rajabov, the editor of the politics section of the "Novoye Delo" newspaper.

It is known that Rasul Ibragimov, the new Minister of Labour, comes from the village of Urada from the Shamil District.

Earlier, Dagestan had a special election system – national-territorial districts, and quotas on parliament places. Traditionally, Avar nationals received the post of the president; Dargins – the Speaker of the Parliament; and the Prime Minister was a Kumyk, Mukhu Aliev, the then head of Dagestan, told in his interview to the "Caucasian Knot" correspondent in April 2009.

Mr Abdulatipov himself had stated that the cadre policy of the republic should be essentially changed to make it modern.
