Lawyers explain Khuchiev's appointment as acting head of Chechnya
The temporary disability, by which Ramzan Kadyrov motivated the appointment of Muslim Khuchiev as the acting head of Chechnya, suggests Kadyrov's sick leave. The very fact of the appointment does not imply the decision taken about Kadyrov's successor, lawyers and a political analyst assert.
The "Caucasian Knot" has reported that the website of the head of administration and the government of Chechnya informed that Khuchiev had been holding the post of the acting head of Chechnya since February 11. At the same time, there was no information about Kadyrov's vacation or illness.
The phrase "temporary incapacity" means that a person cannot perform his service duties due to illness, Valentina Yakovleva, a lawyer, has explained.
Nikolai Petrov, a political analyst, suggests that the Kadyrov's order to appoint the acting head does not indicate his possible resignation in the near future.
"I think that in a situation with any authoritarian leader, different names are given all the time, so that there is no obvious successor," Mr Petrov has explained.
The information on Kadyrov's activities after February 11 is inconsistent with the thesis of his "temporary incapacity." He continues taking part in public events and holding working meetings.
Thus, the press service of the head and the government of Chechnya has reported that Kadyrov is "visiting Dubai." He has visited the IDEX-2019 International Defence Exhibition in the UAE.
