Dagestani singer demands law enforcers' explanations of his prophylactic registration

Ruslan Adjiev, a resident of the village of Mutsalaul, Khasavyurt District, has reported that the police treats him as an extremist and have placed him on the so-called "prophylactic registry". The Human Rights Centre (HRC) "Memorial" is seeking explanations from law enforcement bodies.

Adjiev has no documentary evidence that he had been registered. Murad Magomedov, an advocate, has sent a request to the Dagestani Centre for Countering Extremism with a request to indicate whether Adjiev is in the prophylactic registry in the category of "extremist", and if so, on what basis.

According to Adjiev himself, he learned about his registration on May 15 from his acquaintances-policemen. One of them warned the singer that he should receive a permit for travelling outside Dagestan. In late June, policemen stopped Adjiev at a post near Kizilyurt and said that he was on the extremist database.

The singer notes that he has never had any problems with law enforcement bodies; he does not share extremist ideas; and has no relatives registered in the same way. In Dagestan, Adjiev worked as a singer at weddings.

In March 2017, the Ministry of Internal Affairs (MIA) of Dagestan reported the cancellation of all the orders on registering people as "extremists"; however, rights defenders state say that such practice still exists in relation to believers.
