Video with Islam Kadyrov and electric shocker reveals legal gaps

The use of special means, such as an electric shocker (stun gun), is allowed to law enforcers, but not to a city mayor. However, Russia has no precedents of criminal prosecution for the unlawful use of a stun gun, lawyers said in their comments to the scandalous video with Islam Kadyrov, a former Grozny Mayor.

The "Caucasian Knot" has reported that on October 24, the "Grozny" TV Channel posted video fragments, in which Islam Kadyrov, the then Mayor of Grozny, applied a stun gun to a woman.

Electric shockers are used by law enforcers; they should not be sold without a special permit, the Evgeny Chernousov, a lawyer, is sure.

The video episode with the electric shocker can hardly be treated as torture, although the woman "definitely felt discomfort," said Andrei Sabinin, a lawyer for the "Agora" Group.

A stun gun is a special tool; the Grozny Mayor could not use it, Alexander Popkov, a lawyer of the "Zone of Law", is sure: the use of an electric shocker can be qualified as torture.
