Parliament of Chechnya demands to close the isolation facility at the OSB-2
The deputies of the parliament of the Chechen Republic addressed the leadership of the MIA of Russia with a letter, in which they recommend to close the temporary isolator custody (TIC) at the Operations and Searching Bureau (OSB-2).
This information was given by a source in the machinery of the president and government of the Republic. According to the servant, a copy of the letter was delivered by the Chechen ombudsman Nurdi Nukhazhiev to the delegation of the European Committee Against Tortures.
"The letter, in which the parliament of Chechnya recommends the leaders of the MIA of Russia to cancel the order on creation of the TIC under the OSB-2, deployed in the town of Grozny, was signed by the deputies of both chambers of the parliament. Yesterday, at the meeting with the delegation of the European Committee Against Tortures, the ombudsman in the Chechen Republic Nurdi Nukhazhiev handed over a copy of this letter to the head of the European delegation Mauro Palma," the source reported.
"The Temporary Isolator Custody under the OSB-2 operates in fact illegally, since its creation is contrary to the Russian legislation. Besides, we have quite a lot of facts that in the TIC under the OSB-2, illegal methods are applied to detainees with the aim to knock out the required evidences," the interlocutor asserted.
The Operations and Searching Bureau No. 2 (OSB-2) is located in the Staropromyslovskiy District of the city of Grozny. The employees of the OSB-2 are in the federal subordination and beyond the control of local authorities. Earlier, the chairman of the government of Chechnya Ramzan Kadyrov declared the necessity to remove the OSB-2 away from the territory of the Chechen Republic, having accused its employees of kidnapping and tortures of detainees.
