Economists treat Kadyrov's statement on Chechnya's budget as confusing
By voicing out the data on the federal financing of Chechnya, its leader, Ramzan Kadyrov, has correctly indicated only the volume of inter-budgetary transfers, Natalia Zubarevich, an economist, has explained. The data on the extent to which Chechnya's budget expenditures are backed up by its tax revenues are in fact classified, Sergey Zhavoronkov, a senior researcher at the Egor Gaidar Institute for Economic Policy, has stated.
The "Caucasian Knot" has reported that on January 24, Ramzan Kadyrov announced that the Russian government allocates 300 billion roubles a year for supporting Chechnya, which wouldn't survive "even a month" without the support of the federal centre.
Dagestan and Chechnya were among the largest recipients of budget transfers in Russia in 2021. As explained by Professor Natalia Zubarevich from the Moscow State University, the equalization donations make up a quarter of all the transfers; besides, there are also subsidies.
