State Duma adopts Kadyrov's amendments to law on extremist materials

The Russian State Duma MPs have approved the amendments to the law on countering extremism, suggested by the Chechen Parliament at Ramzan Kadyrov's initiative. The bill, the alleged aim thereof is to protect religious literature from unjustified bans, was adopted despite the initial critical conclusion of the State Duma legal department.

In Kadyrov's, the amendments will ensure "a more objective consideration of the cases" that concern significant religious materials.

The "Caucasian Knot" has reported that in January 2023, the Chechen Parliament submitted a bill to the State Duma banning to recognize the canonical Islamic and Christian texts as extremist materials. The authors of the bill explained that the inclusion of such texts into lists of banned literature outrages believers. The bill faced criticism by the above State Duma's legal department, which rejected a similar proposal back in 2017. Human rights defenders then noted that the initiative was doubtful and would not lead to a reduction in the number of such cases.
