Person kidnapped in southwest of Chechnya was former deputy of the Parliament of Ichkeria
According to special agencies, the person kidnapped on September 10 in Yandi-Kotar village of the Urus-Martan District of Chechnya turned out to be Vagap Tutakov, former deputy of the Parliament of the Republic of Ichkeria. It was reported at first that his name was Dutakov.
"As far as I know, Mr Tutakov about four months ago returned to the Republic from one of the European countries, where he had departed after the start of the counterterrorist operation in Chechnya," an employee of one of local human rights organizations said in his conversation with the "Caucasian Knot" correspondent."
In the opinion of the human rights activist, the reason of Tutakov's kidnapping could be in his former activities. In the years Aslan Maskhadov's rule in Chechnya, Tutakov was a deputy of the Parliament of Ichkeria. After the start of the second Chechen, in December 1999, by Maskhadov's decree he was appointed Ichkeria's representative in the European Commission of Human Rights in Strasbourg.
