Volgograd Region: heads of children's home breached pupils' rights

The Volgograd Regional Prosecutor's Office has revealed violations of the legislation adopted in defence of children's rights.

"The study of pupils' personal files has established that the administration had failed to open personal accounts on 30 pupils for transfer of alimony funds. Four pupils who reached the age of 14 have no passports," Lydia Sergeeva, senior assistant of the public prosecutor of the Volgograd Region, told the "Caucasian Knot" correspondent.

According to Ms Sergeeva, the children's home administration does not ensure in full the pupils' social right to have their vacation travels to relatives paid for.

"The medical facility of the children's home operates without a legally mandatory license. Examination of the medicines used to treat pupils revealed 10 drugs with expired shelf life," the senior assistant has noted.

Prosecutors have found that in 2007-2008 four pupils were traumatized, however, no acts on accidents with teenagers were ever drawn up, although it is mandated by the legislation. No measures were taken to safeguard against possible accidents.

Certain violations of sanitary-and-epidemiologic rules were also revealed at the canteen of the children's home.
